What changes the number most

Three factors move an ERP quote more than anything on a feature list.

Number of branches and entities

Each legal entity and branch adds configuration, reporting structure and testing. Two branches is not twice one; five is not five times.

The state of your data

Clean masters can be migrated in days. Duplicated customers and unreconciled balances turn migration into the longest phase of the project.

How far you sit from standard

Every process that must work differently from the standard product is a design decision, a build and a test cycle.

On licences, yes, sometimes dramatically. On total cost it depends entirely on whether you have someone to own it. We have seen open source come out cheaper and more expensive, and the deciding factor was never the software.
