Saudi Compliance in Your ERP and HR System

A Saudi company answers to ZATCA for e-invoicing, VAT and Zakat, to GOSI for social insurance, to the Ministry of Human Resources through Qiwa, Mudad and Nitaqat, to Muqeem for expatriate documents, to Etimad for government contracts, and to the data protection, customs, local content, SFDA and Ejar regimes that shape its sector. Each is a configuration problem the ERP should solve once. These pages show how, on Zoho, Odoo and ERPNext.

Compliance is configuration, not a monthly scramble

Most compliance failures in Saudi companies are not caused by ignorance of the rules. They are caused by systems that hold the data in the wrong shape, so every filing, upload and renewal becomes a manual reconstruction that eventually goes wrong. An ERP configured for the Kingdom holds the tax treatment on every invoice line, the wage components in the classes GOSI and WPS expect, the contract fields Qiwa documents, the government document dates Muqeem issues and the contract milestones Etimad pays against. Then the filing is an output.

Each page below covers one requirement: what the authority expects, what the system has to hold, how we configure it on Zoho, Odoo and ERPNext, and the monthly routine that keeps it right. Rules change; the pages describe the configuration approach and defer to your tax and legal advisers on current provisions. For a whole-company view see ERP implementation in Saudi Arabia.

Tax: ZATCA, VAT and Zakat

E-invoicing is the requirement with the hardest deadline: once your wave is called, invoices that fail clearance cannot be issued. The ZATCA e-invoicing page covers integration on each platform, VAT software covers returns and treatments, and Zakat reporting covers the Zakat base for companies subject to it. The rejection guide explains the failures we see most.

Payroll: GOSI, Mudad and WPS

Payroll compliance is a monthly routine with two authorities. GOSI integration covers contribution rules and registration; Mudad and WPS covers the wage protection file, bank payment and compliance status. Leave, overtime and end-of-service rules feed both, which is why the Labour Law guides sit here too.

Workforce: Qiwa, Nitaqat and Muqeem

Contracts, work permits and Saudization live on Qiwa; expatriate documents on Muqeem. Qiwa integration, Nitaqat software and iqama tracking keep the HR record aligned so portal tasks start from data and expiries are alerted before they cost money.

Sector regimes: PDPL, customs, local content, SFDA, Ejar

Beyond tax and payroll, each sector has its own authority. PDPL applies to everyone holding personal data; importers meet customs and landed cost; bidders need local content data; pharma distributors run SFDA traceability; property managers mirror Ejar contracts.

Government contracts: Etimad

Contractors and suppliers to government entities claim through Etimad. The Etimad page covers contract costing, claims, compliant invoices, retention and the evidence that gets a claim paid. Suppliers to large developers face the same documentation problem; see giga-project suppliers.

Questions before you book

Zoho, Odoo and ERPNext, with ManageEngine where IT controls are part of a client or regulator requirement.

No. We configure the system so filings, files and claims come out correctly; submission stays with your finance and HR teams and your advisers.

No. The pages describe configuration and process; confirm current provisions with your tax and legal advisers.

Yes. Each of the three ERPs, configured properly, covers e-invoicing, VAT, payroll files, HR documents and contract claims; some companies pair Zoho for finance and HR with Odoo or ERPNext for operations.

One to four weeks per requirement, usually inside a wider implementation.

Support plans include rule and format updates; the configuration approach on each page is designed to change parameters, not rebuild.
